Case Study – Borough Council of Lynn & West Norfolk Borough Council of King’s Lynn & West Norfolk achieves £1m efficiency savings – ahead of Gershon The Benefits The approach taken is enabling the Council to meet the full three years’ savings required by Gershon. £1m of savings have already been made and the way paved for continuous improvement in this area. The headcount was also reduced whilst the potential for compulsory redundancies was minimised by re-training and re-deploying some staff to priority areas. In total 50 posts were deleted, 16 added and 25 were varied, giving a net reduction of 34 posts. A structured consultation process at every stage ensured Union involvement in the decisions and staff support for the proposals. During what could have been a difficult period, the Council was re-assessed for its Investor in People award. The fact that it retained the award, with the assessor highlighting improvements in internal communications and consultation, is testimony to the way the process was handled both by Cannizaro and the Council. There has been a positive impact on team meetings which are focussed and designed around using quality management information. This places the Council in a strong position to extend collaborative working beyond its own boundaries and make further gains in efficiency in the years to come. District Councils who are not feeling confident about entering into large scale partnerships can learn a lot from the way King’s Lynn have tackled their own efficiency agenda".
